[플러스코리아-서울소리 공유기사]이형주 기자= 제18대 대한민국 대통령 선거가 부정으로 얼룩졌다며 선관위가 수개표를 정상적으로 하지 않고 전자개표분류기 상으로만 당선자를 발표 했다며 국내외를 뜨겁게 달구고 있는 가운데, '18대 대선 총체적인 부정선거라고 본다' 며 재외 유권자 동포들(이하 해외동포)이 다섯번째 성명서를 발표 했다.
해외 동포들은 성명에서 "우리는 18대 대선이 관권개입 부정선거라고 본다."며 "조국의 민주주의가 파탄 나는 모습을 그냥 지켜볼 수 없어서 피를 토하는 심정으로 항거를 하며 이런 뜻을 국내외 모두에게 알린다."고 밝혔다. 다음은 해외 동포들의 성명서 전문이다. 이번 18대 대통령 선거에서 세계 곳곳에 퍼져 나가 있는 우리 재외국민들은 거리와 시간의 어려움을 무릅쓰고 조국의 발전을 위해 선거에 기꺼이 참여를 했다. 하지만, 이명박 정부는 선거중립을 지키기는커녕 국가정보원과 선거관리위원회를 부정선거에 동원하였다. 이에 해외에 있는 우리들은 조국의 민주주의가 파탄 나는 모습을 그냥 지켜볼 수 없어서 피를 토하는 심정으로 항거를 하며 이런 뜻을 국내외 모두에게 알리는 바이다. 우리는 18대 대선이 관권개입 부정선거라고 본다. 1. 국가기관이 개입하여 치른 선거는 원천무효이다. 국가정보원법 제9조 ‘정치 관여 금지’ 조항에서는 “특정 정당이나 특정 정치인에 대하여 지지 또는 반대 의견을 유포하거나, 그러한 여론을 조성할 목적으로 특정 정당이나 특정 정치인에 대하여 찬양하거나 비방하는 내용의 의견 또는 사실을 유포하는 행위”를 엄격히 금지하고 있다. 실제로는 현직 국정원 직원들이 18대 대통령 선거에 관여하도록 기존의 조직보다 확대된 70명의 팀을 조직하여 활동하였다. 그 중 언론에 들통난 1 명의 국정원 여성직원이 국정원 업무시간에 40개의 아이디를 가지고 활동한 정치적 교란행위는 대한민국 헌법을 유린하고 선거에 관여한 엄청난 범죄이다. 2. 선거관리위원회는 법대로 공정한 선거관리를 하지 않았다. 대선 개표에서 공직선거법 및 중앙선관위 개표 매뉴얼에 적시된 전량 육안에 의한 2-3회에 걸친 수작업 검열 과정이 거의 없었다는 사실이 여러 참관인의 증언과 동영상, 수많은 관련 자료로 밝혀졌으나 중앙선관위는 수개표를 하였다는 거짓 해명을 되풀이 하였고, 이번에 개표과정에 동원한 전자장치에 대해 허위로 발표하여 국민을 속였으며 선관위 서버를 선거 이후 교체하였고, 1분 단위 개표현황 자료가 선관위와 SBS방송사가 서로 어긋나는 등 실로 많은 면에서 부정이 개입된 흔적들이 드러나고 있다.
이에 우리 재외 유권자들은 다음을 강력하게 요구한다. 1. 국정원이 헌법을 위반하여 부정선거를 저지르게 한 책임을 지고 원세훈 국가정보원장을 당장 파면할 것. 2. 공정한 선거관리를 하지 않고 개표조작의 의혹을 일으킨 책임을 물어 김능환 당시 선거관리 위원장을 국정조사와 헌법위반 법정에 세울 것. 3. 법원, 검찰은 헌법정신과 민주주의에 원칙에 입각하여 부정을 처단할 것. 4. 선거 중립을 지키지 않은 이명박 대통령은 부정선거와 개표 조작을 저지른 현 정부의 책임자로서 국민 앞에 사죄하고 하야할 것. 5. 새누리당 김무성 선거관리 위원장이 관여한 것으로 의심되고 방송과 선관위의 부적절한 개표행위를 통해 당선자로 발표된 박근혜는 당선자 신분을 당장 포기할 것. 6. 여당과 야당을 포함한 정치단체들은 이번 18대 대선이 총체적인 부정선거임을 인정하고 국정조사 등 모든 노력을 아끼지 말 것. 2013년 2월 5일 제 18대 대통령 선거의 투명성을 요구하는 재외 유권자와 동포들

On December 19, 2012 we, the South Korean voters overseas from all over the world, eagerly exercised our right to vote for the presidential election in our home country. In spite of many voters having to travel long distances to vote we did not mind spending our time because we believed that this would contribute to a better future for our country. However, President Myungbak Lees administration did not keep their neutrality during the election. They actively participated and manipulated the election results in order to bring their partys candidate to victory with the aid of the National Intelligence Services (NIS) and the National Election Commission (NEC). Upon learning this we, the voters overseas, have come forward to protest against the election fraud. We wish to let these facts be known to everyone, both at home and abroad. We declare the 18th presidential election was won through election fraud committed by the South Korean government. We know this to be true for two main reasons:
1. State agencies intervened in the election, which is illegal. Article 9 of the National Intelligence Services Act No Involvement in Politics strictly prohibits members of the NIS from committing "any acts of expressing supportive or negative opinions on any political parties or politicians, as well as any acts of spreading opinions or facts in praising or slandering any political parties or politicians in order to sway public opinion." In this election apparently a team of agents of the NIS committed such illegal acts. What a female agent on duty did with Internet postings in order to sway public opinions using 40 different user IDs was indeed a serious crime and likely a small part of the organized action by the agency. 2. The National Election Commission failed to manage the election impartially to be in accordance with law. The Public Official Election Act and the Ballot Counting Manual of the NEC both stipulate that all ballots must be counted by hand and examined by the naked eye 2 or 3 times. The National Election Commission has repeatedly claimed that the ballot counting had been done by hand. However, evidence was found by many observers at the counting offices, demonstrated though photographic and video evidence, highlighting that hand counting was rarely done. Furthermore the National Election Commission made false statements about using computerized ballot counters and reportedly replaced the servers immediately following the counting. There were even times when some of the details of the race, that were being counted by the Election Commission, would be broad-casted on the SBS TV network earlier than the reports the Election Commission themselves were releasing.
Hereby we, the South Korean voters overseas, demand the following: 1. Won Se-Hun, the Chief of the NIS should be responsible for the intervention of the NIS in the presidential election. His involvement was a violation of the NIS Act and he should be dismissed immediately. 2. Kim Neung-Whan, former Chief of the NEC should be summoned for a parliamentary investigation and be prosecuted for not managing the election impartially as stipulated in the Election Law. 3. The court and the prosecution should remedy the injustice in the spirit of the South Korean Constitution and on the principles of democracy. 4. President Lee Myung-Bak should make a public apology and resign for having committed election fraud and for manipulating the ballot counting, where he should have kept a neutral position. 5. President-elect Park Geun-Hye should resign since her election was won through election fraud and manipulation of ballot counting. There is a strong suspicion that Kim Mu-Seong, the head of the Election Committee of her party (Saenuri) also played a role in the election fraud. 6. All political parties and organizations, including the ruling party and the opposing party, should acknowledge that the 18th presidential election was fraudulent and should make every effort to thoroughly investigate the extent of the fraud.
