미 FP, “박근혜 독재 스타일, 가정교육 탓”

“박근혜 집권 이후 독재 회귀 빠르게 진척됐다”고 지적

 [플러스코리아타임즈 = 김일미 기자] 미국의 외교전문지 포린폴리시(FP)지가 14일 박근혜 정권을 혹평했다. FP는 여성 정치인 박근혜의 당선을 높이 평가했다. 한국이 선진국 중 여성평등 지수에서 거의 최하위 수준이고, 보수적인 남성 유권자들의 수가 우세함에도 당선됐다는 점이 그 근거다.

 

사실 이 같은 지적은 적절하다. 그러나 박근혜는 집권 후 아버지를 빼닮은 독재정치를 보여줬다. 통합진보당 해산, 민주노총 한상균 위원장 등 노동운동 탄압, 역사교과서 국정화 등 민주국가에서는 도저히 용납될 수 없는 행위들을 버젓이 저지른 것이다.

 

이에 대해 FP는 독재정치의 원인으로 가정교육을 들었다. 즉, 육영수 암살 이후 퍼스트 레이디 역할을 하면서 자연스럽게 아버지의 철권통치 스타일을 체득했다는 것이다. 실제 그가 여성임에도 보수층의 지지를 업을 수 있었던 요인은 보수층이 박근혜에게서 아버지 박정희를 보았기 때문이다.

 

한 지도자의 리더십 구축에 성장환경이 얼마나 중요한지 일깨워주는 대목이다.

 

한국 유권자들은 지역이 같고, 출신학교가 같고 종교가 같으면 무조건적인 지지를 보내는 경향이 강하다. 그러나 박근혜의 사례에서 알 수 있듯 잘못된 역할모델을 두고 성장하면, 한없이 삐뚤어진 리더십을 행사하게 된다. 그러니 박근혜의 사례를 거울삼아 지도자 선택 시 성장환경과 통치철학 등을 면밀히 따지는 일이 필요하다.

The latest blow to free speech and assembly in South Korea came on July 4, when the leader of the country’s influential Korean Confederation of Trade Unions was found guilty of orchestrating an illegal demonstration. A Seoul court sentenced Han Sang-gyun to five years in prison and a $436 fine for organizing a massive Nov. 14 antigovernment protest in downtown Seoul, as well as other demonstrations dating back to 2012. Amnesty International characterized the case as part of the “shrinking right to freedom of peaceful assembly in South Korea.”

 

한국에서 가장 최근에 있었던 언론 및 집회 자유에 대한 탄압으로는 7월 4일 한국의 영향력 있는 민주노총 지도자에게 불법시위 주도 혐의로 유죄판결을 내린 것을 들 수 있다. 서울지법은 11월 14일 서울 도심에서 열린 대규모 반정부 시위를 비롯해 2012년까지 거슬러올라가 각종 시위를 주도한 혐의로 한상균 씨에게 징역 5년형과 벌금 50만 원을 선고했다. 국제앰네스티는 이 사건을 “한국에서 평화적인 집회의 자유가 축소된” 사례 중 하나라고 규정지었다.

 

Indeed, lively, and often violent, street protest has been a national sport in South Korea since the country’s founding in 1948. And until the early 1990s, when the election of opposition leader Kim Young-sam ended more than 40 years of authoritarian rule, the repression of protests was common as well. But over the last few years, the country has regressed. Since taking office on Feb. 25, 2013, South Korean President Park Geun-hye and her Saenuri Party have sued journalists, jailed labor leaders and opposition politicians, censored the press, and dissolved political parties. Aiding her has been a network of right-wing organizations, as well as the country’s intelligence agency — the National Intelligence Service (NIS) — which sent out millions of illegal tweets in favor of Park during the 2012 election.

 

실제로 활발하고 종종 폭력적인 가두시위는 1948년 대한민국 정부수립 이후로 국가적인 운동이 되어왔다. 야당 지도자인 김영삼이 대통령으로 당선되어 40여 년 간의 권위주의 통치를 종식한 1990년대 초반까지만 해도, 시위자 탄압은 흔히 있는 일이었다. 하지만 최근 몇 년 동안 이 나라는 과거로 회귀했다. 2013년 2월 25일 취임한 박근혜 대통령과 집권 새누리당은 언론인들을 고소하고 노조 지도자들과 야당 정치인들을 투옥시키고 언론을 검열하고 정당을 해산시켰다. 2012년 대선에서 우익단체들이 네트워크를 형성해 그녀를 도왔을 뿐 아니라, 국가정보기관인 국정원까지 박근혜 후보에 유리한 수백만 건의 불법 트윗을 전송했다.

 

The conventional view is that this propensity for dictatorial powers comes from Park’s upbringing: She is the daughter of Park Chung-hee, the South Korean general who launched a coup in 1961, set himself up as head of a military junta, and was then elected president in 1963.

 

이러한 독재권력적 성향은 박 대통령의 가정교육에서 비롯됐다는 게 통념적인 견해이다. 그녀는 1961년 쿠데타를 일으켜 스스로 군부의 수장이 된 후 1963년 대통령으로 선출된 한국군 장군 박정희의 딸이다.

 

Thus began an 18-year reign, characterized by massive economic growth coupled with severe repression — including arbitrary arrest, widespread torture, executions, and martial law. Park’s rule ended only when his own intelligence chief assassinated him in 1979. Today, Park the elder’s legacy is deeply divisive. Many older Koreans see him as a savior who created prosperity and strengthened the country against what was then a more advanced North Korea. Others, especially younger Koreans, simply view him as a tyrant.

 

그 결과 임의체포, 광범위한 고문, 사형집행, 계엄령 등 심각한 탄압과 함께 엄청난 경제성장으로 특징지어지는 18년 통치가 시작되었다. 박 정권은 1979년 자신의 부하인 정보부장이 그를 암살해서야 종식되었다. 오늘날 박정희 전 대통령의 유산은 확고하게 분리되어 있다. 상당수의 나이 든 한국인들은 그가 당시 더 발전했던 북한에 맞서 한국을 부유하고 강하게 만든 구세주로 보고 있는 반면에 특히 젊은 층에서는 단순히 그를 독재자로 보고 있다.

 

The current president, born in 1952, grew up in this environment. At 22, she rose to national prominence after a North Korean agent assassinated her mother, Yuk Young-soo, with a bullet meant for the president. Park’s dreams of being a university professor were dashed, as she assumed the duties of first lady. After her father’s murder, Park withdrew from public life for almost two decades. She returned to government in 1998 and was elected to the country’s legislature, the National Assembly. In 2007, she unsuccessfully ran for her party’s presidential candidacy. But in 2012, Park won both the nomination and the presidency, beating Moon Jae-in of the liberal Minjoo Party. Voters then described the intensely private Park as “good-hearted, calm, and trustworthy” — someone who can “save our country.”

 

1952년에 태어난 박 대통령은 이러한 환경에서 성장했다. 북한 공작원이 박정희 대통령을 향해 겨눈 총탄에 어머니인 육영수 여사가 암살당한 후 그녀는 22살 나이에 국가적 유명 인물로 떠올랐다. 영부인의 임무를 맡게 되면서 대학교수가 되려던 꿈은 물거품이 됐다. 아버지가 살해된 후 그녀는 거의 20년 동안 공직 생활에서 물러났다. 1998년 공직에 돌아와 입법기관인 국회의원에 선출되었다. 2007년에 그녀는 자신이 속한 정당의 대통령 후보경선에서 떨어졌다. 그러나 2012년 그녀는 후보가 되어 진보진영인 민주당의 문재인 후보를 꺾고 대통령에 당선되었다. 당시 유권자들은 극도로 노출을 꺼리는 그녀를 “마음씨가 곱고, 조용하고, 신뢰할 만하며”, “나라를 구할 수 있는” 인물로 묘사했다.

 

Park is the first female president of South Korea, no small feat in a country with many of the lowest indices in the developed world for women’s equality. Indeed, many conservative male voters elected her — despite her gender — because of her association with her father.

Since taking power, Park has not disappointed the conservatives who miss her father’s muscular rule.Park argues she has to be tough to deal with the thugs in Pyongyang’s ruling Workers’ Party of Korea, who have repeatedly made disgusting and sexist attacks against her, threatened to destroy South Korea (and the United States), tested nuclear weapons and medium- and long-range missiles in violation of U.N. sanctions, and generally lived up to their reputation as very, very bad neighbors.

 

집권 후에, 박 대통령은 그 아버지의 철권통치를 그리워하는 보수층을 실망시키지 않았다. 박 씨는 그녀에 대해 혐오스럽고 성차별적인 공격을 일삼고, 남한(과 미국)을 괴멸시키겠다고 위협하며, UN의 제재를 어기고 핵무기와 중장거리 미사일을 실험하는 등 대체로 아주 아주 나쁜 이웃이라는 악평에 어울리게 행동해온 북한 노동당의 악한들을 상대하려면 강인해질 수 밖에 없다고 주장한다.

 

But the North Korean menace is widely felt to be contained and isn’t high on the minds of most South Koreans. However, that hasn’t stopped Park from developing an uncanny ability to find communists under every pillow and mattress in the country. It’s a common slur in South Korea to accuse anyone mildly progressive of being jongbuk — a pro-Pyongyang apparatchik — but it has reached a fever pitch under Park.

 

그러나 대부분의 한국인은 북한의 위협이 제한되어 있다고 느끼며, 마음속에 크게 담아두지 않는다. 하지만, 그럼에도 불구하고 박 대통령은 전국의 모든 베개와 이불 밑에서 공산주의자들을 찾아내는 신묘한 능력 개발을 멈추지 않았다. 한국에서는 약간만 진보적이어도 종북 – 북한 정권에 호의적인 인사 – 으로 매도하는 것이 흔한 일이지만, 박근혜 정권 들어서는 그 열기가 절정에 이르고 있다.

 

In December 2014, the Ministry of Justice caused the disbanding of the Unified Progressive Party (UPP), a minor left-wing party with five seats in the National Assembly, for being pro-Pyongyang. It was the first time since 1958 that the government had forced a political party to disband. The UPP insisted it was simply in favor of closer ties between the two Koreas. But the Justice Ministry accused two key members of planning a rebellion to support North Korea in the event of a war — and a court sentenced one of them to 12 years in jail. The prominent Saenuri politician Choi Kyung-hwan said the party was only one of many “poisonous mushrooms” that “must be rooted out.”

 

2014년 12월, 법무부는 국회에 다섯 석을 둔 소수 진보 정당인 통합진보당(통진당)을 친북이라는 이유로 해산시켰다. 정부가 정당을 강제해산시킨 것은 1958년 이래로 처음 있는 일이었다. 통진당은 그저 남과 북의 더욱 긴밀한 관계를 지지했을 뿐이라고 주장한다. 그러나 법무부는 통진당의 핵심인사 두 명을 전쟁이 발생할 경우 북한을 지지할 것이라는 내란음모 혐의로 기소했고, 법원은 그중 한 명에게 징역 12년형을 선고했다. 새누리당의 유명 정치인인 최경환 의원은 통진당이 “뿌리를 뽑아야 하는” 수많은 “독버섯들” 중의 하나일 뿐이라고 말했다.

 

Park also sees communists lurking in academia, especially among historians who write middle and high school history textbooks. Conservatives claim the texts unduly criticize South Korea’s past dictators, including Park’s father, as torturers and pro-Japanese collaborators. That they were both these things is irrelevant; children need to be indoctrinated with “correct historical views and values,” Park says — presumably, her own.

 

또한 박 대통령은 공산주의자들이 학계에, 특히 중고등학교 역사 교과서를 집필한 역사학자들 중에 도사리고 있다고 본다. 보수주의자들은 역사교과서들이 박 대통령의 아버지를 포함한 한국의 과거 독재자들을 고문자와 친일파로 부당하게 비판한다고 주장한다. 박 대통령은 그들이 그런 행위를 한 것은 문제가 되지 않으며, 어린이들에게 “올바른 역사관과 가치”를 주입해야 한다고 말하는데, 아마도 자신만의 역사관을 의미하는 듯하다.

 

The government plans to replace the eight state-approved texts currently available with a single state-written text, which the Ministry of Education will force all schools to use. The final draft of the textbook is not available yet, but one assumes it will be much like the textbook drafted by conservative scholars in 2013, which was approved by the government but which virtually no schools use because of its clear bias.

 

정부는 현재 사용 중인 8종의 국가검정 교과서들을 단일 국정교과서로 대체하고 교육부는 모든 학교에서 이 교과서를 사용하도록 강제할 계획이다. 국정교과서의 최종본은 아직 나오지 않았지만, 이 교과서는 2013년 보수주의 학자들에 의해 집필되어 정부의 승인을 거쳤으나 명백한 편견 때문에 실제로 어느 학교도 사용하지 않은 교과서와 상당히 비슷할 것이라고 추정된다.

 

Meanwhile, Park has sought to discourage or eliminate critical coverage of her and her government by battering press freedom. In 2014, the government indicted Tatsuya Kato, the Seoul bureau chief for the popular Japanesenewspaper Sankei Shimbun. They claimed his story questioning the president’s activities on the day of the April 2014 Sewol ferry disaster — in which more than 300 passengers, mostly high school students, died, allegedly because of mismanagement from both the ferry company and the central government — amounted to criminal defamation. (He was later acquitted.) Kim Ou-joon and Choo Chin-woo, two independent reporters, were tried for criminal defamation for insinuating that the president’s brother, Park Ji-man, was involved in a cover-up of his cousin’s murder in 2011. They were acquitted on Jan. 2015, after their second trial.

 

한편 박 대통령은 언론 자유 탄압을 통해 자신과 정부에 대한 비판적 보도를 못하게 하거나 아예 없애려고 했다. 2014년 박근혜 정부는 유명한 일본 산케이신문의 가토 타츠야 서울지국장을 기소했다. 한국 정부는 2014년 4월 세월호 참사-전해진 바에 따르면 이 참사로 세월호 운항사와 중앙정부의 잘못된 관리로 인해 대다수가 고등학교 학생인 300명이 넘는 승객들이 사망했다-당일 대통령의 행적을 의심하는 그의 기사가 명예훼손죄에 이른다고 주장했다. (그는 후에 무죄 판결을 받았다) 김어준과 주진우 두 명의 독립언론인은 대통령의 동생인 박지만 씨가 2011년 그의 사촌의 살해 은폐와 관련되어 있다고 의심했다는 이유로 명예훼손죄로 재판을 받았다. 그들은 2015년 1월 2심에서 무죄 판결을 받았다.

 

The list goes on: The government sued the left-wing newspaper Hankyoreh over a report that the president staged a photograph at the ferry disaster. They have also sued the Chosun Ilbo, South Korea’s largest paper, over a story regarding high-level appointments. And they are suing the Unification Church-owned Segye Ilbo tabloid for a story critical of Park’s former chief of staff.

 

사례는 계속 이어진다: 정부는 박 대통령이 세월호 참사 당시 사진을 연출했다는 보도에 대해 좌익 신문인 한겨레를 고소했다. 또한 고위급 임명직들에 대해 보도한 한국 최대 신문인 조선일보를 고소했다. 그리고 박 정부는 박 대통령의 전 핵심 참모를 비판한 통일교 소유의 세계일보 기사에 대해 지금도 고소 중에 있다.

 

As a result, Reporters Without Borders (RSF), the Paris-based free press watchdog, ranked the country 70 out of 180 in its most recent World Press Freedom Index, down 10 places from 2015, and the lowest for South Korea since RSF began tabulating the index in 2002. “The government has displayed a growing inability to tolerate criticism and its meddling in the already polarized media threatens their independence,” the group wrote. All this has led to a climate of fear and self-censorship in newsrooms across the country, as journalists worry they will have to call their lawyers next.

 

결과적으로 파리에 본부를 두고 있는 자유언론감시 기구인 국경없는기자회(RSF)는 가장 최근에 세계언론자유지수에서 한국을 180개 국가들 중에 70위에 올렸으며, 이는 2015년에 비해 10계단 하락하고 국경없는기자회가 2002년에 지수를 만든 이후 가장 낮은 순위다. “정부는 점점 비판을 참지 못하고 있으며 이미 양극화된 언론매체에 대한 정부의 간섭은 언론의 독립성을 위협하고 있다”고 국경없는기자회는 밝혔다. 이 모든 것은 언론인들이 변호사를 선임해야 하는 걱정 때문에 전국의 보도국에서 두려움과 자기검열의 분위기를 이끌어냈다.

 

Rowdy public protest is as Korean as kimchi, but over the past three years, Park’s government has severely abrogated that right, too. Nov. 14, 2015, saw the biggest antigovernment protests in a decade, where, despite the rain, an estimated 80,000 people took to the streets of Seoul. The government declared the demonstration illegal, however, and police dispersed it with tear gas and water cannons, spraying dye so protesters could be identified and rounded up later. (It was for his help planning and participating in this demonstration that Han was arrested.)

 

소란스러운 대중 시위는 김치만큼이나 한국적인 것이지만 지난 3년 간 박 정부는 그러한 권리를 심각하게 유린했다. 2015년 11월 14일 10년래 최대 규모인 반정부 시위에는 비가 오는데도 불구하고 8만여 명의 시민들이 서울의 거리를 채웠다. 그러나 정부는 그 시위를 불법이라고 선언했고 경찰은 시위자들을 구별하고 후에 검거하기 위해 염료를 분사하며 최루가스와 물대포로 시위대를 해산시켰다. (한 위원장이 체포된 것은 이 시위를 기획하고 참여했기 때문이었다.)

 

Saenuri Party spokesman Kim Yong-woo identified the protesters as pro-North Korean agents (surprise, surprise) and said the demonstrations were “impure.” Park, meanwhile, told a cabinet meeting that protesters who wear masks should be banned. Why? Because Islamic State terrorists also wear masks. Park seems unconcerned, however, about conservative protesters, who have disrupted left-wing rallies and have even gone so far as to eat pizza in front of the hunger-striking families of children who died on the Sewol ferry. (In fairness, conservative protests have been much smaller.)

 

새누리당 대변인 김용우는 (아니나 다를까) 시위자들을 종북세력이라고 규정하고 그 시위들을 “불순”하다고 말했다. 한편 박 대통령은 국무회의에서 마스크를 착용한 시위자들은 금지되어야 한다고 말했다. 왜? IS 테러리스트들 또한 마스크를 착용하고 있기 때문이었다. 그러나 박 대통령은 보수주의자들의 시위에는 개의치 않는 것처럼 보인다. 보수 시위자들은 좌파 집회들을 방해하고 세월호에서 죽은 아이들의 유가족들이 단식농성을 하는 앞에서 피자를 먹기까지 했다. (공평하게 말하면 보수진영 시위들은 더 적었다.)

 

It’s become a cliché on the left to compare Park’s ruling style to her father’s. Yes, the comparison is overstated — Park the younger has not tortured or hanged anyone or overthrown a democratically elected government in a coup. But while the torture and killing has not returned, the clampdown on freedom has.

 

박 대통령의 통치 방식을 그 아버지의 것과 비교하는 것은 진보진영에서는 이미 상투적인 표현이다. 그렇다. 비교가 과장되었다. 박 대통령은 고문도 하지 않았고 누군가를 교수형에 처하지도 않았으며 민주적으로 선출된 정부를 쿠데타로 전복시키지도 않았다. 하지만 고문과 살인이 되살아나지는 않았지만 자유에 대한 탄압이 되살아났다.

 

It’s done in the name of anticommunism, but North Korea isn’t the biggest concern of South Koreans today; it’s inequality, job opportunities, and realizing a decent standard of living. Park has failed to address these concerns and, as a result, needs someone to blame. Liberals and communists will do just fine.

 

자유에 대한 탄압은 반공의 이름으로 행해졌지만 북한은 오늘날 한국인들에게 가장 큰 관심의 대상은 아니다; 한국인들의 최대 관심은 불평등, 취업, 그리고 괜찮은 생활 수준을 이루는 것이다. 박 대통령은 이러한 문제들을 해결하는 데 실패했으며, 결과적으로 책임을 지울 누군가가 필요하다. 진보주의자들과 공산주의자들이 딱 알맞은 대상일 것이다.
