홍익인간 사상의 현대적 적용을 위한 대한민국의 대통령관련 국정운영의 적용 여건 및 추진과제의 도출 전제

홍익인간 사상의 현대적 적용을 위한 국가모델의 비전과 목표 설정(임기추, 2020b; 2021a)을 전제로 한 국정운영의 적용 여건을 상정해 보았다. 홍익인간 사상의 현대적 적용을 위한 홍익국가의 개념을 설정해 보고자 한다. 홍익국가란 대한민국의 일류강국과 세계 등불의 홍익국가로, “국익 우선추구 원칙 하에 개인의 이익이나 공적 상생 및 공익을 넘어서, 정치･경제･사회･통일･국제 등의 영역에서 각자의 몫에 비례한 배분 및 행복의 기여 지향으로 차별이나 독식･치우침･배제･피해를 없애고(정영훈, 2013; 정연식, 1983; 안호상, 1967; 신용하, 2019), 각 영역에서 각 가정･각계･각층･각 민족･각국 등에 대한 전체 구성원 모두의 이익(all-win)을 추구하여 공유하는 국가”이다.
