IV. Seeking modern applicability of Hongik Ingan's Ideology

This study aims to reflect the demographic characteristics related to the search for modern applicability of Hongik Ingan's thought. In this study, referring to the research cases of Jeong Yeon-sik (1983), Seo Bo-geun (2012), Lee Jang-hee (2003), Jung Young-hoon (2013), Park Geum-hae (2015), and Kim Chul-soo (2015), It is intended to seek for the modern applicability of Hongik Ingan's ideology, which reflects the relative relationship between the categories of executive and decision-making bodies. According to the interpretation of the concept of Hongik Ingan as 'beneficial to all humans' or 'to benefit all humans', in Hongik Ingan's demographic characteristics of 'all', moral With awareness and practice of responsibility (Kim Gwang-rin, 2015: 6), distribution in proportion to each share, contribution to happiness, and discrimination based on status and class (Jung Young-hoon, 2013; Jeong Yeon-shik, 1983; Shin Yong-ha, 2019), We examine whether it is possible to apply it to modern state administration considering the relationship.

 

The statutory and institutional decision makers can apply state administration to the benefit of any individual or group member in the relative relationship at the individual and group levels for each process of state administration among the parties and related parties involved in the application of state administration. Regarding the application of state administration without prejudice, exclusion, or discrimination regarding the relative relationship at the individual and group level, taking into account the various reciprocal relationships listed above, the decision maker of laws and systems is responsible for compliance with and supplementation of Jaeseihwa laws and systems. By doing so, everyone can be applied and implemented to the benefit of everyone. In other words, based on the concept of Hongik Ingan, in the relative relationship between individuals and groups, as well as in the fields of politics, economy, and society, which individuals and various classifications of members in groups can be pursued beneficially It can be implemented through analysis of future research processes and review of legal and institutional applicability. If you are the president in the political realm, it means that anyone can apply it to pursue all interests without discrimination in the multilateral relationship of Hongik Ingan, including individuals, families, companies, societies, regions, peoples, and countries. Of course, the type of multifaceted reciprocal relationship of Hongik Ingan will be different for each legal and institutional issue.

Therefore, those who decide the laws and systems will be able to apply and implement them to the benefit of all by complying with and supplementing the Jaeseihwa's laws and systems that can be implemented to benefit all of us in the areas of politics, economy, and society.

 

The statutory and institutional decision makers who have been Seongtong∙Gongwan as Hongik Ingan at the level of the implementing body institution consider the relative relationship between the individual and group categories among the parties and related parties related to the application of state administration, as well as political, economic, In the relative relationship at the level of domains such as society, it can be applied and implemented so that any individual or some members of a group can benefit through the overall process of state administration pursuing public interests. It will be possible to reflect the relative relationship such as classification at the individual and group level, classification of human attributes, and classification at the domain level. In the case of legislative decision makers such as the National Assembly or political parties, all benefit from relative relationships such as individual and group levels, personal attributes, and domain levels through decisions such as the passage of laws without bias or discrimination under the awareness and practice of moral responsibility. This means that there is a possibility that it can be applied. Therefore, as the possibility of implementation is presented so that benefits can be realized for all under the reflection of the relative relationship such as demographic individual and group levels, human attributes and division of areas, Hongik Ingan ideology is applicable to modern times. existence can be determined.

Hongik Ingan ideology's modern state administration challenges

In this study, as necessary tasks to apply the Hongik Ingan ideology to modern state administration, the principle of pursuing the national interest first, the exercise of executive capabilities in state administration among the parties and stakeholders for each specific state administration issue, and Hongik Ingan perspective and value-oriented judgment criteria.

 

First, the principle of prioritizing the national interest is the top priority for the survival, prosperity and development of a nation at the level of state administration. The modern application of Hongik Ingan's idea is requested.

 

Second, there are tasks to establish a decision system such as information sharing, consultation, and adjustment for each issue of state administration, and to expand execution capabilities, including effect analysis and impact analysis capabilities.
